Is it possible to use a normal PlugIn as a block in the portal?

Like the "Who is in AJAX Chat?"

my provider does not offer Ruby regularly... the argument: chats create too high traffic... So I have to look for an alternative instead of Ajax/Ruby. - Is there any alternative ? (same see my posting of today for Meebo Chat). Thank's.
